The management problem of roadside advertisement boards along freeways and expressways has been discussed for years. According to the current regulations, advertisement boards along freeways and expressways are prohibited within 200 meters’ distance from highway right-of-way, except for freeways connecting to international airports, freeway interchanges, freeway elevated crossings with provincial highways, and freeway sections adjacent to industry areas. This study has reviewed extensively related domestic and foreign literature and regulations and conducted the empirical correlation analysis between the installation of advertisement boards and traffic accidents. A driver survey was also conducted along with a discussion panel to clarify the effects of roadside advertisement boards on scenery and traffic safety to revise the current regulations. The results showed that the number of drivers with experiences of being affected by roadside advertisement boards is more than twice of those not affected. Among all the drivers surveyed, more than 80% indicated that roadside advertisement boards have considerable effects on scenery and traffic safety. In reported traffic accidents on freeway in 2002, those affected by the roadside advertising boards are one and a half times of those not affected. However, either the number or severity of traffic accidents was not found significantly correlated to the longitudinal density of roadside advertisement boards installed. To further promote the economic activities and facilitate adjacent landlords’ rights, this study proposes three revised distance ranges for consideration by using driver vision cone analysis, namely, 140, 100, and 80 meters from highway right-of-way. It is also suggested that Rule 59 of the Highway Code be revised accordingly, especially the addition of penalty description.
