Summary | Since the traffic congestion of local freeway has been serious in Taiwan area, in the meantime, the slots for major airports have limited the growth of flights. Transport by the helicopter has become one of the countermeasures. We can take the advantages of using the helicopter as high-value passenger and cargo transport means, due to its vertical landing and taking-off characteristics to overcome the geographic barriers. Therefore, the Civil Aviation Administration (CAA) has announced to deregulate the entry control for the helicopter passenger and cargo operations. Aviation safety has always been one of the most important issues of air transport. The cause factors analysis for flight accident is the most concern for the public. The purpose of this study is, on one hand, to survey the cause factors of worldwide and local helicopter accidents in order to propose the strategies to prevent, and on the other hand, to assist the local air carriers to understand the affected factors relevant to the flight safety of helicopter to improve their operation management. This study first reviews the helicopter flight accident and incident records worldwide, then analyzes the cause factors of them. By reviewing the affected factors relevant to heliport, air traffic control, rules and regulations, operation and maintenance of the airline, even the helicopter design, this study finally proposes the strategies to improve the flight safety of helicopter for the authority's reference. The main contents of this study include: 1) survey of the related literatures of helicopter flight safety: 2) analysis of the statistics of worldwide and local helicopter accidents and incidents 3) review of the affected factors relevant to helicopter flight safety and 4) proposal of the strategies to improve the flight safety of helicopter. |
