Summary | Published in March 2005 Taitung County is located in the southeast of Taiwan, including two offshore islands, Green Island and Orchid Island. It has been for quite a while that Fu-Gang Fishery Port plays as a main port for ship transport of goods and passengers between Taitung and the offshore islands. On the other hand, the fishery ports in Green island and Orchid Island play as receiving ports. In recent years, these fishery ports are facing some problems caused by a rapid growth of passenger traffic. And so far, there is no commercial port in the Taitung area. It is therefore necessary to carry out a study on the development and planning of sea transportation in this area and provide a master plan for future development and needs. In order to solve the problems resulted from a port used for dual-purpose of fishery and general transportation, this study includes two stages. The first stage consists of data collection and analyses of present status of sea transportation in Taitung area, existing facilities and operation of Fu-Gang, Nan-Liao, and Kai-Yuen fishery ports, touring business of Green Island and Orchid Island and its future development, and the study of the optimized size of ships for this area. Based on the above study, the roles and development strategies of the three target ports are also recommended. The future demand of these three ports is first analyzed for the second stage study. Then the master plans of these three ports are developed based on the future demands. Furthermore, the operation and management of these three ports are also reviewed and studied deeply. The improvements of operation and management for short and long terms are also recommended. |
