Summary | Published in March 2005 In our admiralty law framework, the maritime traffic management and safety regimes are categorized in the maritime administration of the internal law system. In past years, these regimes are contained in the “Harbor Laws”, “Ships Laws” etc. Navigation safety at sea is closely related to the international affairs which should be complied with the international laws and regulations. For the late promulgated laws, such as “Law of the Territorial Sea and Contiguous Zone” and “The coast Guard Law”, their execution requires regarding maritime traffic management and safety. However certain maritime management and safety affairs at present are belonged to different administration which is required to modify. However, for the purpose of Vessel Traffic Management, designate Ships Routing and Maintain the Traffic Order as well as to integrate of the admiralty law frameworks, it is urgently necessary to legislate a basic law, the Maritime Traffic Safety Law. |
