Summary Well-developed and efficient public transportation systems have been one of the most important public policy issues in advanced countries in recent years. Ideal public transport systems could meet the basic needs of the population. The differences between public and private transportation modes are convenience, comfort and mobility. The concept of "seamless integration" has been brought up recently. From pre-trip planning to completing a whole journey, discussion was conducted from the user’s perspective on improving public transportation services to reach the goal of seamless services.

  This research proposes seamless measurement indicators that are simple, easy to calculate and use basic theories to evaluate the “gaps” arising from intermodal transfers. It uses information and functions provided by advanced public transportation systems (APTS) or related technologies to fill these gaps, in order for competent authorities at all levels to make the best use of limited resources. Generally speaking, this can improve the development of public transportation and the overall living environment for the public, as well as help disadvantaged minorities.

  The outcomes of this research can be used as a reference for authorities to measure the performance of public transportation in their respective areas and push for the enforcement of APTS.
