Summary | This project carries on the results of the previous one-year project on the “establishment of the integrated information platform for energy consumption and greenhouse gas emissions in the transport sector of Taiwan”, to continuously expand and maintain the “integrated information platform for energy consumption and greenhouse gas emissions in the transport sector” (hereinafter referred to as “integrated information platform”). The main research findings include: review of the “structure and function” of the integrated information platform, update on and expansion of the database and knowledge base, as well as establishment of the model base and development of the software of the integrated information platform. In addition, based on the integrated information platform, this project intends to propose the planning of a framework for a “decision support system for the policies of the transport sector concerning energy conservation and carbon reduction” (hereinafter referred to as “decision support system”), a system which will progressively incorporate the results of the integrated information platform into the application of the policy decision support.
The main results of the integrated information platform are: (1) information estimates of and parameter update on the list of 2011 energy consumption and emissions of the transport sector; (2) review and evaluation of the effectiveness of the 2011 action plan for energy conservation and carbon reduction of the transport sector, and the development of these data into a model base; (3) establishment of the database on energy consumption in transit stations, and the development of an evaluation module for energy conservation in the stations; and (4) compilation of the model base user manual and organization of one session of educational training for exchanging ideas with the users. The planning contents of a framework for the decision support system include: (1) evaluation module for the emission policies and goals of the sector; (2) evaluation module for the emission policies and goals of the road, rail, air and water transport modes of the sector; (3) distribution module for the power between the central and local governments; (4) evaluation module for individual plans of emissions; and (5) database for decision evaluation. Finally, the functions and data relations of the decision support system and the integrated information platform will be analyzed and summarized. The information platform established by this research can be used by industry, government, as well as academic and research institutions as an important reference for the estimation of the effectiveness of the actual reduction of emissions of various action plans of the transport sector. Additionally, the development of various modules can provide a preliminary evaluation and analysis of the economic benefits of the subsequent policies on energy conservation and carbon reduction to be promoted by the transport sector, which can then be used by the Ministry of Transportation and Communications, R.O.C. and the Institute of Transportation, MOTC as a reference for creating measures to reduce emissions. |
