Summary “ The Integrated Overall Development Plan of Taiwan’s Ports (2017~2021) ” is a continuing project executed every five years under the direction of the Executive Yuan since 1995, this project is the phase 5 development plan and the target year is 2036. Based on the National Port Policy, this project sets up the future development directions and proposes the development strategies and niche for the commercial ports in Taiwan. The port resources will be allocated accordingly to increase the competitiveness of local ports in the international market.
      The prosperous development of the Intra-Asia shipping industry and rise of the newly developed East Asia ports, especially the Chinese ports with the advantage of vast cargo sources have strongly affected the position of the Taiwanese ports in the international shipping market and other port related industry in Taiwan. In order to cope with the adverse shipping environment, based on the analyses made on the variation and development trend of the international shipping industry, local economic & trade situation, Cross Strait shipping and forecasted cargo & passenger volume, this study identifies the role of Taiwanese ports in the Asia-Pacific region and key issues in the local port development process. The development target for the domestic ports during the year 2017~2021 is “Fully utilize the port resources and cooperate with the local governments to escalate the service level for passenger and cargo”, and that for the international ports is “Enhance the position of Taiwanese port as the hub and the best service port in Asia”. The development targets are further divided into 5 aspects, namely, international container cargo, international bulk cargo, international passenger service, port management and sustainable & green port with 13 major strategies. Project results will provide Maritime and Port Bureau and Taiwan International Ports Corporation (TIPC) as the guidelines for their upcoming development and implementation plans to escalate the passenger & cargo service level of Taiwanese ports.
