Summary Railway disasters often cause delays, interruption of service, resulting in casualties, operations and other losses. When disaster strikes, the railway administration must quickly mobilize the transport, engineering, mechanical, electrical departments and other professionals working together to deal with disasters whereas national and regional rescue teams may be called upon in case of serious accidents or disasters. Response management needs to coordinate many units' operations and communications, and the ability to fully grasp the situation is very important.

  In order to improve the efficiency of disaster response of Taiwan Railway Systems, the Institute of Transportation at MOTC utilizes its successful experience in developing Highway Disaster Information System for the Directorate General of Highways at MOTC to help Taiwan Railways Administration (TRA) expand the Railway Emergency Management Information System (RAILSAFE) in 2012. RAILSAFE aims to provide a dedicated information platform to support railway emergency management center and its subsidiaries, the transport, engineering, mechanical, electrical and maintenance departments of railway administration for effective resource management, communication, messaging, and information sharing among the different groups. In the future, personnel and rescue teams are able to obtain instant messaging and notification and report their action through single access control of RAILSAFE. RAILSAFE combines Google Maps (Earth) and emergency-related information such as latest recovery progress, demand for on-site support, resource management and allocation to consolidate the information both during disasters and non-disaster periods for decision making. The system will improve communication between emergency management center and the mobile emergency management center that is responsible at the disaster site by facilitating the progress of the disaster control units and dispatching.

  RAILSAFE is welcomed by TRA. TRA designated it as the core information system for future emergency management. To ensure compliance with TRA users’ demands and optimize system functionality, a system expansion project is carried out and trial use and user training courses have been conducted In 2012 to continue improving TRA’s capabilities of emergency management of disasters and accidents, shorten the recovery time needed, and to protect the safety and interests of Taiwan Railways and their passengers.
