Summary Following the master plans of highway, railway, maritime, aviation, and intermodal transportation, this project employs strategic planning techniques to develop an integrated strategic framework along with the action plans for a preliminary logistics management system which can enhance the competitiveness of the supply chain systems in Taiwan. Based on the trend analysis and thematic research on international, intercity and urban logistics, key issues, including international corporation, industry re-organization, operation and management, supporting system, advanced and intelligent systems, cost control, and energy usage, etc., are identified and addressed. The corresponding strategies and action plans toward a green, open, electronic, and seamless (GOES) logistics system have been suggested.

  This study devises a comprehensive development framework involving visions, three objectives, and ten policy directions for the transportation-logistics management system through analyzing global economic and industry trends, reviewing foreign transportation-logistics policies and development trends, introducing international transportation-logistics organization and technology development, exploring transportation-logistics development in Taiwan, interviewing shippers and transportation-logistics industry managers, and holding expert and scholar symposium. This study further develops corresponding strategies by SWOT analysis basing on goal-oriented, impact-oriented, and problem-oriented issues. Finally, this study proposes three transportation-logistics strategies including achieving high value-added transport logistics, enhancing efficient transport logistics, and seeking green transport logistics.
