Title Establishment of Evaluation Tools for and Database on Energy Saving and Carbon Reduction and Costs and Benefits with Use of Intelligent Transportation Systems

Summary In recent years, the increase in greenhouse gas emissions has led climate to become warmer day after day. Energy saving and carbon reduction policy has thus become an important issue for all countries in the world. Taiwan also lists energy saving and carbon reduction as an important policy. To effectively reduce energy consumption and greenhouse gas emissions due to transport, the international community has proactively developed the Intelligent Transportation Systems (ITS). It is hoped that the introduction of ITS information technology into various countries can help to solve the problem.

  Based on the results of the 2011 study, this project continues to investigate the relationship between the ITS and energy saving and carbon reduction. Moreover, it continues to expand the use of the evaluation tool for the effect of ITS on energy saving and carbon reduction, the database on costs and benefits, and website search system, so as to establish a mechanism for energy saving and carbon reduction with the use of the ITS and for cost-benefit evaluation. In addition, important projects on ITS in Taiwan are screened and selected to conduct empirical evaluation of energy saving and carbon reduction, as well as costs and benefits. The objective evaluation of the effect ITS strategies have on energy saving and carbon reduction will provide an important reference for our transportation sector to formulate strategies and action plans regarding energy saving and carbon reduction.

  This project proposed two evaluation tools for measuring energy saving and carbon reduction, as well as costs and benefits, with the use of the ITS: one is Icom Digital Advanced System (IDAS) used by the United States’ ITS, and the other is the spreadsheet for evaluation of the effect signal retiming has on energy saving and carbon reduction. The former was applied to large-scale implementation of the ITS or the planning stage of the overall development of the ITS. This project also adopted IDAS to conduct cost-benefit evaluation of the implementation of the traffic management system of the comprehensive network of freeway and expressway and the i3 Travel Project on Sun Moon Lake National Scenic Area. The latter was provided as a simple evaluation tool for county/city governments to measure the effect of energy saving and carbon reduction when they conduct signal retiming. This tool was applied to the evaluation of the effect of energy saving and carbon reduction conducted by Taipei City and New Taipei City in their 2011 projects on retiming traffic lights on main roads.
