Title Strategies of Promoting Light-Emitting Diode Street Lights for Transportation Sectors

Summary The Executive Yuan considers the Light-Emitting Diode (LED) optoelectronic lighting industry and six additional industries as axes for the development of the Dawning Green Energy Industry Program, which was enacted on April 23, 2009, and aims for becoming the world's largest LED light source and module supplier by 2015. In December 2011, the Executive Yuan further stipulated the Expanding LED Street Light for Energy Conservation and Carbon Reduction Project. To support the promotion of these projects by the Executive Yuan, this study conducts a preliminary discussion on the strategies of promoting LED street lights for transportation sectors.

  A certain degree of difference exists in light source characteristics, directionality, color rendering index (CRI), color temperature, secondary optics, pole height, lamp weight, and maintenance fee and cost between LED and traditional street lights. These factors can have a great impact on road lighting design. Thus, leading countries including the United States and Japan are developing demonstrative designs to accumulate relevant experience.

  In response to the LED street light replacement policy administered by the Ministry of Economic Affairs, this study considered traffic safety, energy conservation and carbon reduction, and lighting equipment maintenance to formulate promotion methods and complementary measures. The results of this study are primarily focused on identifying and investigating novel trends, promotion mechanisms, and strategies of LED street light development in leading countries. Moreover, we conducted in-depth examinations on the current establishment of street light demonstrations and maintenance experience in Taiwan, and analyzed its cost-effectiveness and efficacy of energy conservation and carbon reduction. Finally, we proposed preliminary suggestions regarding the establishment of LED street lights on national and provincial highways, which could serve as a reference for future cooperation between the transportation and the economic sectors for policies and strategies when establishing LED street lights.
