Summary | Published in March 2003 IOT SERIAL NO.92-58-3246,94 pp. Line operations safety audit, known as LOSA, is a programme that uses experts and highly trained observers to collect data about flight crew behaviour and situational factors on normal flights for the analysis of flight operations. The initial research and project definition was a joint endeavour between the University of Texas at Austin/Human Factors Research Project and Continental Airlines, with funding provided by the Federal Aviation Administration (FAA). In 1999, ICAO endorsed LOSA as the primary tool to develop countermeasures to human error in aviation operations, developed an operational partnership with the University of Texas and Continental Airlines, and made LOSA the central focus of its Flight Safety and Human Factors Programme for the period 2000-2004. The study introduces the methodology, checklist and key steps of LOSA and reviews related literatures of organization culture and flight crew mental characteristic in Taiwan. The main findings can provide future users with the key elements of implementation to enhance the function of LOSA. |
