| Summary | Small boat (less than 20 gross tons) plays an important role in passenger transportation by ships in Taiwan area. This study tried to clarify the off-shore sea transportation service problems, analyze the operations and management problems in the small boat passenger carrier industry, and review the laws and regulations related to small boat operations and passenger delivery, including the activities by cruisers, small boats, yachts and recreational fishery boats, etc. Following that, this study discussed the sea transportation subsidy policies and the operation costs of small boat passenger carrier industry, and evaluated whether the current subsidy policies were adequate. It is hoped to understand and solve the problems of off-shore sea transportation’s management, operations and subsidy issues. It is also hoped that the findings in this study could provide valuable suggestions to resolve the existing problems related to the off-shore sea transportation subsidy policies. |
