Summary This study mainly focuses on the feasibility of private investment on the operations of TRA Chi-Chi Line. The total length of this rail line is 29.7 km from east to west, from Ershui (Chenghwa) to Cherchen (Nantou). Along this rail line, there are seven railroad stations in total
namely: Yuanchuan, Choushui, Lungchuan, Chi-Chi, and Shuili. This study includes investigation on the existing land use, land ownership and land usage right of rail stations* areas
planning of the land-use along and the revised zoning plan of the station areas
survey on the tourists needs, and forecast on the ridership of the rail line and tourists volume
survey on the intention of private operations of the rail line
documentation of tendering and governmental assistance.

This study is a follow-up of its pilot project "A Preliminary Study on the Privatization of Chi-Chi Rail Line". Based on the scenario of "comprehensive development, vertical separation" proposed by the preliminary study, this study re-plans the land usage and development mode along the rail line as the basis for financial forecast and investment analysis, in order to promote the privatization of the rail line and to set a reference model for the privatization of TRA.

According to the development planning and financial analysis, on principle of pledging the land right for 30 years and starting the operations from the year of 2006, the overall accumulated capital is expected to return from the year of 2013 and the overall IRR is 11.00%. This shows that the project is worthy of investing with its solid financial situation. The planning results of this project are based on the facilities and equipment of Chi-Chi rail line before 921 earthquake. However, because of the serious damages brought by the earthquake, the reconstruction cost, travel demand and private participation of Chi-Chi rail line have to be reevaluated for the reference of further promoting.
