The national highway network in Taiwan is nearly complete and travelers use highway more than other types of transportation system. Therefore, it could improve the accuracy of transportation demand forecast, consolidate the transportation projects, and enhance transportation system efficiency if accurate travel information, such as route guidance, diversion information, traffic conditions, and travel-time estimation, is provided.

This project had collected related factors that effect freeway travel time through analyzing data collected from vehicle detectors. These factors may include highway infrastructure, road geometries, traffic flow, weather, and incidents. An information and management program will be established to provide useful data for professional analysis, so that travelers can utilize the information to support making their travel decisions. This project includes collection of basic road data and information. It consists of three major tasks. The first major task is the development of highway travel time estimation model. The second one is to establish the information system in terms of road traffic condition. The third one is the study of information display system.

The major contents of this study are summarized in the following:

  1. To build a static travel time estimation model of various freeway segments, in order to find the relationship among travel time and traffic flow variables, and predict travel time from origin to destination on the freeway by using the estimation model.
  2. To review the overall study of ATIS, evaluate and suggest the optimal dynamic travel time estimation model
  3. To establish an information display system by using Web-GIS, so that the user can inquire estimated trip travel time from the system.
  4. To review the existing GIS system and make proper modification to combine with the information display system and to perform demonstration of the information display system.

The executing duration of this project is from March 2003 to October 2006. The major study focused on freeway in 2003. The consecutive study of travel time estimation model and information display system will be completed in the end of 2005. The major study subjects include provincial highway(and expressway), country highway and the alternative route of national highway. The study of system integration and model verification will be completed in the end of 2006.
