  The international ports and their auxiliary ports, domestic ports, fish & ferry ports, industrial ports etc. constitute the whole Taiwan marine transportation access and circles. Even though the scope for different ports is distinct, the port’s marine transportation function is the same. Nowadays, the integral development plan of international ports had been set up, but not the domestic ports. Therefore, under the instruction of MOTC, the Institute of Transportation starts the research of “Integral Development Plan of Taiwan’s Domestic Ports” as the future development guideline of domestic ports.

  The goals for the future development of Taiwan’s domestic ports should include the following:(1) cooperating with integrating international ports to establish domestic shipping network in order to reduce inland traffic
(2)integrating ports resources and promotion of shipping between islands
(3) providing waterfront area and developing travel at sea to enhance tour business development
(4) expanding domestic shipping market and strengthening shipping management.

  Domestic ports should be the feeder port of international ports, While passenger transportation should be a combination of passenger transportation, tour and travel. In view of the unique geographic landscapes of islands, the ports within distinct islands shall be integrated as “group port” and become one of the domestic ports.

  To lower port investment cost and use port resources reasonably, the islands without domestic ports may transport passengers and cargoes by using fish ports. In the meantime the results of this study indicate that, to use port resources more efficiently and enhance regional development, it’s not necessary for all counties of Taiwan to build new domestic port except TaiTung county.
