Summary | With the increasing population and stably growing economy in recent years, urban traffic congestion is becoming more severe simultaneously. In some urban areas, railroad grade crossings have been the major bottlenecks in urban traffic. The railroad grade crossings can be eliminated by providing with roadway underpass or overpass systems however, they cause negative impacts on the adjacent areas and on the overall aesthetics of the city, and the at-grade railroad still forms a physical barrier to the integrated urban development. The local governments, therefore, are urgently calling for grade separation or relocation of railroad alignments, in order to alleviate roadway traffic congestion and to improve the overall urban development. The undergrounding or elevating of the railroad alignments can promote both the overall development of the city and urban traffic, but it entails huge expenses. So, how to figure out a set of principles to judge the necessity of grading separation of railroad alignments is important, and this study is done to reach the following major purposes: (1) to determine a set of reasonable necessary conditions for the feasibility study of railroad grade separation and (2) to prepare a set of principles. Accordingly, the railroad improvement projects can be objectively examined or evaluated then. This study covers the following main contents: (1) to understand the background and analyze the characteristics of railroad grade separation needed within urban areas (2) to analyze the necessary conditions for the feasibility of railroad grade separation (3) to analyze and develop the criteria and procedures for the feasibility study of railroad grade separation in urban area and (4) to provide the basic assessment principles of railroad grade separation projects. |
