Summary | Roadway facilities play a significant role in both energy conservation & carbon reduction and traffic safety. With the current growing importance of energy conservation & carbon reduction, achieving the goal of energy conservation & carbon reduction while maintaining a certain level of traffic safety has become a critical issue in the management of roadway facilities. Based on the concept of life cycle, in this project, the role of roadway facilities in the correlation between traffic safety and energy conservation & carbon reduction has been comprehensively discussed. Relevant data were collected through a literature review and an analysis of the international development trends and related methods in this issue was conducted to regulate a framework for addressing the issues of the safety of roadway facilities and energy conservation & carbon reduction in Taiwan. A questionnaire survey was conducted to understand the current management of the safety of roadway facilities, as well as the energy conservation & carbon reduction in Taiwan. Moreover, a panel of experts was invited to verify the comprehensiveness, significance and feasibility of the framework. A total of four issues and eleven sub-issues were summarized; the four issues include: “Screening the road network for safety performance and improvement potential”, “Formulating energy conservation strategies for road safety facilities”, “Assessing the installation plans for road safety facilities” and “Supervising the effectiveness of the implementation of road safety facilities”. The analysis showed that although safety is the most important issue of roadway facilities, there is still a certain potential for energy conservation & carbon reduction from the perspective of life cycle, regarding which, the planning and design of safe and energy-saving roadway facilities are especially important. Currently, the government has enjoyed some achievement in regard to the safety of roadway facilities and energy conservation & carbon reduction; the related units reflect a positive attitude toward safety and energy conservation & carbon reduction. However, systemic management and the establishment and sharing of basic information are still lacking. This project finally proposes a series of research projects that are worth conducting and practically applicable as references for promoting subsequent relevant researches. It also provides related competent agencies with references for formulating policies and amending regulations or relevant standards of roadway facilities. |
