Summary The inappropriate discharge of vessel ballast water results in the dispersion of non-indigenous species (NIS) into a new habitat well beyond their distribution range, endangering the human health and causing serious economic losses. The International Marine Organization (IMO) adopted “the International Convention for the Control and Management of Ships Ballast Water and Sediments” in 2004, and some countries have also enacted legislation related to ballast water management.

In this study, with the findings of previous two years, we analyzed and compared additional laws and regulations from other countries, and explored the current international trend for ballast water management implementation as well. Expert consultation and in-depth interview with shipping sector were also performed. An workshop involving port company, the shipping companies, and competent agency were held to discuss the current needs and obstacles for ballast water management implementation. Finally, these results will serve as a basis for future ballast water management.

The achievements and subsequent application of the results of this study include: (1) Providing the ballast water management practices from other countries and suggestion for implementation; (2) A more realistic implementation was developed through the investigation of shipping sectors and gatherings of the opinions among multiple stakeholders; (3) Ballast water management protocol was developed and the required modification of current statutes prescribed; (4) Standard procedure was also developed for ballast water management to prevent the introduction of NIS.
