Summary The researchers of this project completed ¡§A Study on Highway Hazard Index¡¨ in 1997. In that pilot study, we have already applied road traffic accident data of Taiwan Province no. 9 highway to prove possibilities of identifying accident-prone locations by Empirical Bayes Approach (EB). In addition to expanding the existent results, this project also probe into some suggested issues of the pilot study for applying EB more accurately.

First, we try to supplement a major defect of the pilot study, that is, the exposure issue. By the research possibilities induced by exposure included in EB evaluation procedures, we investigate the impact of exposure.

After more understanding of the identification capability of EB, the study follows EB evaluation procedures to build up un-safety evaluation formula for intersections and expressway sections, respectively by using relative road traffic accident data.

During un-safety evaluation formula development, we also analyze and test accident data to emerge the impacts on traffic safety research caused by under recording and unstable recording.
