Summary | Many railroad grade separation projects have been conducted since August 1989 in city areas of Taiwan. Those projects cannot be impelled as smoothly as usual because of manpower and the financial load limitations. Recently, local governments have vigorously strived for grade separation projects in viewing the serious traffic jam and urban development limits brought by the railroad. However, local government finances are tight and cannot afford the huge construction budget, so they repeatedly request the central government to afford a higher subsidy ratio, or even full project cost. Even so, in about 8 to 10 years, the central government cannot actually deal with the projects which are not yet approved. In order to handle the unbalanced supply and demand situation on track subcategory project budgets and pursue efficient resource allocation, the railroad grade separation projects must be examined and reviewed more seriously to conform to future policies. Here we frame clear future policies and impetus principles, explain the major area of future projects, and draw up and propose the examination method and procedure. Research results may guarantee the rigorousness and the economic efficiency for driving the projects which are not approved in the future. This study could also provide MOTC and local governments a reference to set up the order of priority for driving railroad grade separation projects. |
