Summary | Published in August 2003 IOT SERIAL No. 92-97-287,222pp. The Exclusive Industrial Ports are built in accordance with clause 37 of Statute for Upgrading Industries. They are public utilities dedicated to meet the transportation requirements of the corporations within the industrial park. The Exclusive Industrial Ports are under the jurisdiction of Ministry of Economic Affairs (MOEA) and they are not open to the general public. In order to meet the berthing requirements of the very large bulk carriers, the Exclusive Industrial Ports are generally built in larger scale than what is needed for the transportation requirements. Loading / unloading facilities are adopted in the Exclusive Industrial Ports, so the working efficiency of the Exclusive Industrial Ports is better than that of the commercial ports. In order to fully utilize the overall capacity of the port facilities, the lifting of the restriction on dedicated use of the Exclusive Industrial Ports is advocated by different agencies. The opening of the Exclusive Industrial Ports to the general public is a dedicated issue involving fair competition among the ports, and the integration of the port resource, etc. This study investigates the demand, feasibility and other related issues associated with the opening of the Exclusive Industrial Ports to the general public. Through the interviews and open discussions in the public meetings with the related agencies and corporations, different opinions and suggestions are collected and integrated as important references to the study. The required measures and implementation plan are proposed as a reference for the government decision. Based on the development trend of the local industries and port operation, the demand for the opening of Exclusive Industrial Ports is not high. The Exclusive Industrial Ports could be benefited more from the development of the port related industries such as free trade port and global logistic center. |
