Summary The research is the fallowing study of the “The Study on the Procedure of Economic Analysis for Transportation Projects, 2007-2008”. Building on the conclusions of the previous study, this research is mainly focuse on adjusting parameters’ value and calculation methods with further discussion on the accessibilities and non-monetization external effect under the economic benefit evaluation process. In addition, the promotion of the EESTP (Economic Evaluation Software for Transportation Project) which is the economic evaluation software has been continued with public training program this year. Therefore, the conclusions in the study (1/2) are including:1. Via additional reference relate to “Value of Time” and the opinions between the scholars and experts, the parameters to estimate the value of time could be confirmed its practical function and accessibility. 2. The parameters for the “Vehicle Operation Cost” have been carefully reviewed for the possibility to connect with the national survey database. Furthermore, for those parameters which unable to connect with national survey data, the research have plan an auxiliary survey to complete updating the parameter. 3. The study of evaluating “Accident Cost” will base on the previous result and the conclusion of the conference to be the standard of parameter setting. 4. The evaluation of the Air pollution and CO2 emission impact parameters are according to the database of the “Environmental Protection Administration” and the calculate method from Directorate-General of Budget “Green National Income”. 5. The land incremental benefit and station zone development benefit are recommended to avoid double counting and based on the traditional cost-benefit analysis in the research. 6. The air and sea port trading and region integrate benefit evaluation are initially decided to implement economic model to assess the quantity volume of economic impacts. The improvement to the evaluation software are included the progress of the working interface, function to added self-defined benefits and the presentation of the final report etc.

  In the second year of the study (2/2), the part of the evaluation parameters will be updated through our survey and the external benefit evaluation function will also be implemented in the software, too.
