Summary | The Institute of Transportation created the first edition of the “Reference Manual on Planning and Design of Bicycle Lane System” in 2010. After a series of meetings and ,discussions with the promotion team for supervising and coordinating the demonstration project on bicycle lane network in eastern region, reporting to the Ministry of Transportation and Communications meetings, inviting professionals from industry, government and academia to conduct discussion, and making reference to relevant domestic and foreign provisions, the reference manual was revised into a second edition in 2011. Exiting provisions and regulations were consolidated in 2012, which resulted in a third edition being published in 2013.
The main purpose of this reference manual is to provide promotion units with consistent safety standards and specifications for the planning, design, implementation, and maintenance of bicycle lanes. Critical input and creative thinking from multiple sources was essential to the design process. Thus, it is suggested that when it comes to the design of regional scenic characteristics and explanation of information, the designers should exercise their creativity to make the establishment of bicycle lanes in various regions more attractive and convenient. The manual includes the following chapters: Chapter 1, Introduction: explains main contents of the manual and the instructions on manual use; Chapter 2, Principles of Planning and Design for User-Friendly Fundamental Facilities of Bicycle Lane System: includes the principles of planning and design for user-friendly road network, lanes, and affiliated facilities; Chapters 3 and 4 explain the principles for lane type establishment and lane geometric design, respectively; Chapter 5 explains the design principles for lane facilities and construction of other relevant affiliated facilities; Chapter 6, Design Principles for Traffic Construction: includes traffic construction facilities related to bicycle lanes in the design items; Chapter 7, Principles for Establishment of Bicycle Rest Area and Supply Station: includes facilities related to rest area and supply station in the construction design of bicycle lanes; Chapter 8 explains the evaluation and maintenance and management measures of the bicycle lane project. This third edition of the reference manual has also underlined and placed in bold all design elements that conform to current legal regulations, and the references to the specific regulations can be found in Appendix 1.1. This change ensures a more detailed understanding of the relation between design principles and legal standards. |
