Summary The passenger car transportation service industry in Taiwan includes the “taxi industry” and “passenger car leasing industry.” The two industries are distinct in their business operations but also overlap to some extent. In this study, management regulations for taxis and passenger car leasing from overseas collected then a comparative analysis conducted on both domestic and overseas regulations and management mechanisms. A review of relevant literature, examination of government meeting minutes and official rulings as well as interviews with trade associations (unions) were then used to identify the key issues and develop appropriate response strategies. In accordance with the vision of “providing the general public with a range of safe and convenient passenger car transportation services that enhance the perceived quality of life”, this study recommends the following development strategies for business passenger cars:

Re-organization of the industry structure;
Introduce big data technology for predicting potential passenger behavior and managing vacancy rate;
Use accumulated data for trip prediction to ensure reasonable waiting times;
Set up a key performance indicator monitoring platform;
Consolidate the operations of transportation service providers.

The following short-term regulatory changes are recommended:

Upgrade the legal requirements for individually-owned and operated taxis
Formulate unified penalties for taxis
Revise the establishment and management regulations for taxi co-operatives to bring them in line with general legal principles
Introduce regulations for renewal of revoked taxi licenses and amending the regulations for re-application
Regulate the provision of rental and self-service rental services outside of the business premises by the passenger car leasing industry;

Medium and long-term regulatory changes recommended include:

Improving the business environment for taxis to ensure sound industry development
Rolling review of taxi driver qualifications
Balance rehabilitation policy against public safety
Adjust the regulations governing parking spaces of business passenger cars so they reflect reality;
Adjust existing transportation industry classifications, develop a comprehensive “Road Traffic Act” and “Road Transportation Industry Management Act”, and draw up the relevant documentation and draft proposals to provide the road authorities with a basis for legislative development.
