Summary | Published in February 2004 IOT SERIAL No. 93-6-289, 220pp. Pavement Management System (PMS) has been developed and applied over the world for many years. In Taiwan, several PMSs based on different road categories, pavement types, and applied levels were also developed by governments and engineering agencies cooperating with academia since 1983. Most of them are Pavement Maintenance Management System (PMMS) and focus on flexible pavement. However, there is no complete and applicable PMS existed though the system development seems to be mature, because of some objective and subjective challenges in Taiwan. Institute of Transportation (IOT) is conducting “The Research and Development (R&D) of Monitoring Pavement Performance” project for four years. In the project, pavement maintenance policies will be examined, fundamental database for each road categories will be established, equipments for surveying pavement performance will be assembled and developed, and then the monitor system for performance of pavement maintenance and management will be integrated and established. This study was conducted in behalf of the project’s objective. In the study, several domestic and foreign PMSs focused on flexible pavement were collected, compared and analyzed. Besides, the further exploration was concentrated on the following issues: management system levels, challenges from environment and policy, survey and analysis of pavement condition, completeness of system modules, strategy and direction of system implementation. The finished and existed results from previous studies were also collected and organized. And, the future system architecture and implementation direction were concretized and provided. At last, the PMS prototype based on Web-GIS was developed in focus on freeway, provincial roads, and county roads in Taoyuan County. The database schema and system architecture design were presented, and implementation and operation interface were explained. |
