Summary | In order to strengthen national ship safety management, the Institute of Transportation (IOT) of the Ministry of Transportation and Communications (MOTC) completed the 「Study on Establishing a Domestic Ship Safety Management Quality Certification System」 project in 2008 and then proposed the draft of safety management standards and a certification system for domestic voyage vessels (to be known as safety operation of vessels and pollution prevention management system for domestic voyage vessels, NSM system). This study is the second annual part of the follow-up plan for the aforementioned project; the first annual part was achieved in collaboration with NCKU R&D Foundation in 2010. The main purposes are to base the study on those suggested ship types from the research results in 2008 and assist the selected companies or organizations with their own ships to test the proposed NSM system. Through the present study, we can not only pinpoint any related problems of system implementation in order to improve it, but also establish guideline and reduce the learning cost of the companies while the NSM system is being decided to be implemented in the future. This research depends on the integration and analysis of the NSM research results in 2008 and 2010, testing the NSM system, holding the experts’ symposiums, carrying out orientations to instruct shipping companies and collecting feedback, etc. to study the advantages and handicaps of NSM management modes, draw up the newest reference implementation solution and related measures and provide NSM with system documentation templates. |
