Summary | Sustainable transport development has become a focus of the worldwide transportation sectors, and the ITS is one of the measures to carry out the sustainable transport development policies. In order to correspond to the requirement and purpose of the sustainable transport, it is necessary to review the current policies ,which have been taken in Taiwan, with an aspect of the definition and destination of the sustainable transport to propose the idea and strategy to develop ITS. This study discusses the relationship among each user service unit and subsystem in every service domain with sustainable indicators: economic efficiency, environmental protection, and social equity, respectively. At the same time, this study also focuses on the sustainability of each user service unit and subsystem in every service domain by the sustainable transport evaluation index system, and illustrates the benefit of ITS by reviewing the practical cases from abroad as well. This study takes advantage of the AHP approach to determine the weights of each user service unit and the relationship found above to conclude the proper direction to the development of ITS in the future. Finally, this study proposes development strategies and harmonic measures to promote ITS. The priority, which is suggested by this study, of the development of ITS among each service domain follows: (1) Advanced Traveler Information Services, ATIS (2) Advanced Traffic Management Services, ATMS, and Advanced Public Transportation Services, APTS (3) Commercial Vehicle Operation Services, CVOS (4) Electronic Payment Service, EPS (5) Emergency Management Services, EMS (6) Advanced Vehicle Control and Safety Services, AVCSS (7) Vulnerable Individual Protection Services, VIPS. The main conclusions of this study are as follows: (1) the resources allocation of ITS is recommended to follow the 80/20 policy (2) the action process should comply with the sequence of developing and testing, demonstrating and verifying, installing and promoting (3) in the space category, the development of ITS should chiefly emphasize the metropolitan area and the inter-city corridor (4) in the application object category, the development of ITS should start from the inter-city and in-city highway networks of intelligence to an integrated, intelligent, and seamless combined transportation system. The findings of this study could be used for the reference of revising the ITS master plan, the basis of making the ITS development plan, and the blueprint of implementing the deployment plans for the relative transportation authorities. |
