Summary | Given the government's current financial situation, the promotion of private participation in infrastructure projects is an important policy. Beside relieving government's financial pressure, private participation can introduce private capital as well as its operating and management efficiency to public construction. This can provide great improvement on the service of public constructions. Since the transportation infrastructure projects take great percentage of government infrastructure projects, the promotion of private participation in transportation infrastructure projects has been regarded as the most important target. Existing contracts of private participation in transportation infrastructures cover the aspects of land, marine, and air. Due to the divergence on the project scale and financial results, difficulties facing those responsible agencies are different in speaking of feasibility assessment, announcement, and supervision of building and operations. The purpose of this research is not only to examine the deployment and performance experience on private participation in transportation infrastructure projects, but also to collect the implementation experiences on major transportation infrastructure projects, to provide the useful reference for future application. |
