Summary	In Taiwan, the highway freight transport industry regulated in Highway Law consists of general freight transport industry, fixed route freight transport industry, and container freight transport industry. Some business areas are not defined in regulations, which include distribution (logistics) service, express delivery service, and integrated air express transport. It is necessary to review the current regulations or laws to meet the true market requirements. This research is focused on studying the changing types of highway freight transport industry and providing suggestions of modifying the current regulations to foster a healthy market.   The research team comprehensively analyzes the current domestic highway freight transport industry and compares it with similar industries in other countries. Next, the issues of industry sector classifications, market entry control, fare regulation, and new market entry control strategies are discussed extensively. Finally, this study proposes some concrete suggestions. These suggestions are expected to help the highway freight transport industry to develop orderly and vigorously
