Summary | The first year of this project focused on collecting literatures of economic evaluation of transportation investment from different countries, defined scope of costs and benefits in different transportation projects, and reviewed monetization and evaluation methods of costs and benefits. In addition, our work also invited experts and researchers to review parameters related to benefits monetization and use those results to build a main structure of economic benefit evaluation, including software for evaluation. We finished evaluation structures of roadway, rail, air, and harbor transportation system. Because the external effects of economics and environments by constructing transportation infrastructure become more important in recent years, therefore, this project not only established a complete platform of investment costs and user benefits, but also captured economic external effects through input-output models. In addition, this research took into consideration environmental external effects such as noise, air pollution, and climate change. Finally, this project also discussed the value of travel time and discount rate for evaluation. In the second year (2008) of this project, we will continue reviewing calculation of costs and benefit as well as parameters of economic evaluation. Operation standards of economic evaluation will be written based on types of different transportation projects. The software to calculate costs and benefits in economic evaluation will be developed with written manuals. Related training programs will be held for the written software. |
