  Since the number of motor vehicles is increasing and traffic conditions are getting more complicated, to improve the safety management of heavy vehicles is a serious issue for traffic authorities. Many strategy studies and deployment projects for the improvement of road safety have been proposed or implemented. It is believed that mandatory tachograph installation on these vehicles is an important feasible strategy.

  Traditional or the so-called mechanical tachographs require specialists to read the printouts. Time consuming, easily tampering, and lack of function expansion are the limitations of their applications in modern operation. Therefore, the application of digital tachographs has been proposed and there are already many applying experience. Digital tachographs are easy to use and have extensive function expandion capability. They are powerful tools for improving transportation safety and fleet management. In addition, digital tachograph is an important and fundamental component inside intelligent fleet management systems.

  To formulate the functional requirements for digital tachographs, this project explored related reports and major equipment specifications around the world. Two types of digital tachographs were implemented on 50 commercial vehicles to assess the real operation. Technical requirements were drafted based basing on the opinions of all related parties, including government agencies, truck industry, drivers and product manufactures. The result will provide an important basis for further research.
