Summary In recent years, TRA has faced many challenges, like asset and infrastructure management issues, such as insufficient rolling stocks due to limited budget, safety and operation improvement problems, equipment and facility replacement, etc. In fact, to enhance finance performance, TRA has processed research on land development and utilization. It, however, has not yet investigated into the area of infrastructures or physical properties management.

  To understand the asset management related topics, this research has studied many cases and experiences from foreign countries, including the US (FHWA), Canada (NRC), Australia (ANAO), the UK PAS 55 and Hong Kong MTR. To implement asset management, a systematic logical framework is required for managers to plan the standard procedures or handbook. In this study, we refer to the above foreign experiences, and proposed a new framework for domestic railway asset management (fig.3.2-3). In the meantime, this study also puts some emphasis on issues of station land utilization and development, including case studies for JR station land development, TIF and TOD, and conducting some suggestions for TRA to implement land development.
