Summary | Following the trend of contracting out government services and suggestions from the public, Road Traffic Safety Lecture Program, traditionally provided by the Highway Bureau, is now considered to be contracted out to some education institutions or other non-government agencies. The main subjects of this study include: the practical experiences and the related regulations practiced in foreign countries the possible service areas that can be contracted out in the program the subjects and qualifications for the contractors the possible funding sources for the program to be self-sustainable the quality and related contract requirements quality evaluation and monitoring system for program execution the necessary regulation amendments that government should consider beforehand the possible and reasonable earnings of implementing this program from both government’s and public’s point of views and the necessary adjustments for professional drivers’ annual education program proposed in this program. All findings of this study provide important suggestions for the Ministry of Transportation and Communications to implement this new program. |
