Summary The rail transportation systems are mostly constructed under the ground in urban areas. Nevertheless, these systems are under the situations of air-tightness, and darkness, their occurrence of accidents always increase the difficulties of taking refuge and making emergency rescue. The conflagration is the most detrimental calamity that has the highest occurrence and causes multitudinous casualty and extent of injuries.It is definitely concerned that a fire accident in the underground traffic facilities of the rail transportation system is highly hazardous and costly in social cost. As a result, the requirement of fire safety design and the fire rescue system are imminent and imperative issues for associated government authorities.Therefore, it is necessary to refer the experiences of foreign railway systems to the development of a fire precaution, sustaining, and emergency reporting system that is in accordance with our railway system. The system can provide information for its operating and managing administrations in order to prevent disasters. For the purpose of reducing the impacts of accidents, it can detect a fire in the early stage and report to the managing administrations to proceed with an evacuation and emergency plan to minimize the calamity and casualty. The major work items in this study are presented as followed:

1. Evaluations of fireproof design:

Discussing the characteristics and probability of unexpected fire disasters of underground traffic facilities to set the cornerstone of their safety criteria and fireproof countermeasures.
Collecting fire safety regulations and relevant norms on domestic and foreign underground traffic facilities to set up the reference basis for designing safety criteria in our country.
Establishing the design criteria on fire safety of underground traffic facilities in our country to provide legal basis of implementation for the relevant administrations.

2. Preventing and rescue system:

Categorizing different types of calamities of a railway system.
Proposing countering strategies for different kinds of disasters of railway system.
Proposing a rescue system, an emergency plan and a reporting system as well as their establishing tactics for different kinds of calamity of rail system.
