Summary Traffic characteristic data used to be collected manual by in the past,. but its disadvantages includes higher error level and personnel safety concern. For improvement, field traffic is videotaped on site and brought back for data analysis. However, this task is time consuming and the accuracy is human nature dependent. As  technologies develop rapidly, some vehicle detection systems have become available for traffic data collecting purposes. Based on the suggestion of an earlier MOC technology office's study report, single-point infrared detection technology is investigated and evaluated in this study.  The purpose of the subject study is to develop an LED-based infrared vehicle detection device prototype and then to conduct a test to evaluate its performance based on the defined objectives. The detection function is found to be greatly affected by ambient light absorption. The reflector installed at the center of traffic lane was also damaged by passing traffic easily. This has made the system deployment more difficult than expected. The system may proof to be effective under certain circumstances
however, the performance is greatly affected by common operational environment. Those limitations made the system deployment difficult to meet highway capacity research needs in terms of mobility, easy to use, and high accuracy. In the subject study, attempts were also made in using passive infrared and/or ultra-sonic components as alternatives. However, the accuracy level may be considered enough in traffic control and management, but it doesn't meet high accuracy criteria in capacity study and analysis.  Despite the single-point infrared detector laboratory performance, its practical use is affected by environment very much. Direct application will not meet highway capacity research data collection criteria. In order to make use of the infrared detection technique  for future highway research, it is suggested a laser light device in conjunction with sophisticated optical scanning lens system device be used. However, the cost may  increase up to hundreds of times.
