Summary | To help Ministry of Transportation and Communications (MOTC) implement policies for achieving sustainable green transportation, and carbon emission reduction/energy conservation measures, there is a need to establish GHG emission reduction evaluation model for the transportation sector to determine the effects of relevant policy initiatives. The institute has been devoted to the launch of a series of studies regarding carbon/energy evaluation and policy decision support systems since 2010. Meanwhile, the program has been incorporated into the research framework set up for the “National Science and Technology Program”. The research project is mainly based on previous related research achievements from 2010 to 2013. The research has accomplished the revision and adjustment of research framework for the Policy Decision Support System (DSS). Those research contributions provided various analysis tools that helped decision maker assess GHG emission effects in the transport sector more precisely.
The current research continues to adjust organizations and DSS platform framework in more user-friendly way, which is based on the feedback of previous research. Also, the current research has assessed two carbon reduction cases for “Construction of Metro Rail System” and “Promoting Low Carbon vehicles,” respectively. The results demonstrated that “Construction of Metro Rail System” case will significantly reduce carbon emissions during the operational phase. Additionally, the carbon reduction effect of low-carbon vehicle promotion is closely related to changes in international crude oil prices. Relevant findings have been adopted in the current policy decision support system. To raise public awareness for green transportation, this research also continues to maintain the operation of green transportation websites, update the latest related news, and supplement activities associated with green transportation. This research has provided MOTC with valuable references for making decisions and to cope with the mission of national energy conservation and carbon reduction (e.g., attending the meeting of Energy Conservation and Carbon Reduction Committee, established by Taiwan’s Executive Yuan, and providing the electricity demand prediction for use by the National Energy Conference). |
