  The basic roadway data includes all the characteristics and attributes of the infrastructures and traffic control facilities.  A comprehensive roadway database is a basic tool for the planning, management and maintenance of highway transportation system.  The Institute of Transportation has been conducting a series of projects to develop a roadway inventory data collection system with the photolotting technology since 2000, which is an integration of digital camera, digital odometer, and Global Positioning System (GPS) receiver.  With the establishment of the roadway inventory database, the roadway inventory data can be managed and maintained in a more efficient and effective way.  In 2000, a prototype of data collection system and data management system was developed in light of field study.  Based on this study, the storage of the roadway inventory data and the images of roadside environment of 3,000 kilometers long provincial and county roadway in the Northern and Middle Taiwan were stored into the roadway inventory database in the following three years.  In these two studies, the suitability of the system in hardware, software, and interface were tested.  The purpose of the present study is to re-evaluate the function of the current system and instruments based on the results of the previous studies, and collect data by using Digital Video instead of using Digital Camera.  In addition, the storage of the roadway inventory data and the images of the roadside environment of 1,400 kilometers long provincial and county roadway in Jia-Nan area was completed based on the new data collection system.
