The purpose of this study is to examine the current practice of licensing and rating for airmen in Taiwan. A thorough analysis and comparison among various airmen licensing and rating regulations were conducted. The regulations examined in this research include “Regulation Governing Licenses and Ratings for Airmen” of Taiwan, Annex 1 by ICAO, FAR, JAR, and SAR (Singapore Aviation Regulation). The comparison was done for each category of airmen, including aircraft pilot, flight engineer, mechanic, repairman, flight operation officer (flight dispatcher), and air traffic controller.
To further understand the current practice, one to one interviews were conducted. This research interviewed the Flight Standard Division of CAA, airlines and Air Traffic Service Division. Then a comprehensive questionnaire survey was conducted for all airmen. To make the conclusions practical, we held a public hearing to acquire more opinions.
