Summary The progress of Intelligent Transportation Systems (ITS) development in Taiwan has been moved to the stage of field deployment. In order to accelerate the development of ITS, how to effectively introduce the technology, flexibility, budget, and efficiency of private sectors becomes a critical issue. According to “The Program of Promoting Private Sectors Participation in Intelligent Transportation System Infrastructure Projects” announced by the Executive Yuan in December 2004, some corresponding countermeasures are still needed for implementing the program. Thus this research aims to propose the details of the countermeasures for the implementation of the action program and for encouraging private sectors to participate in ITS Infrastructure Projects.

  This research is a two-year project. In the first year, we propose solid corresponding countermeasures to improve the ITS development environment of Taiwan, based on the summarized experiences of private participation in ITS projects in other countries. In the second year, the major research results are delineated as follows. Firstly, we review the research results in the first year, including the recognition system for ITS projects, its organization framework, and application documents. Secondly, we conduct the surveys on the items of operation and the conditions of market, which are related to the private sector to deploy the ITS. According to the results of surveys, for private participation the business model of the feasible ITS items and the priority deployment items of ITS have also been set. In order to implement these ITS projects, we also proposes the intercity traffic information service system for the central government and the metropolitan traffic information service system for local governments respectively. The major planning content includes their framework of operation and business model, the participation pattern of private sector, the estimation of the operation revenue and cost. Besides, under the related financial conditions and strategies, the financial analysis and evaluation models are built. The results can be referred by the relative institutes, which provide the traffic information services, as well as be beneficial for the future development of traffic information service for our country.
