Summary According to the “Sustainable Energy Policy Guideline” made by the Executive Yuan on June 5, 2008, the Ministry of Transportation and Communications (MOTC) has proposed and implemented several related policies to develop green transportation systems and to slow down the growth of private motor vehicles so as to reduce energy consumption and greenhouse-gas (GHG) emissions. However, since people do not understand the green transportation system quite well, it is essential to encourage the use of public transportation and other environmentally friendly transport modes through appropriate education plans and propaganda. Thus, this study aims to examine the content, framework, and functions of the Green Transportation Education and Promotion website, maintained by the Institute of Transportation (IOT), by developing a green transportation knowledge repository and integrating related websites. This study is a pilot study for the future integration and detailed planning of the website. In addition, two marketing and promotional forums regarding green transportation were also held to investigate the effectiveness of this project, which can be used as the reference for future related marketing projects.


The major results of this project are: 1. Related domestic and international policies and measures of green transportation are summarized to better understand the international trend of green transportation worldwide and to update the website. 2. A total of ten planning objectives are proposed to evaluate the alternatives for the content of integration of the website. Evaluation results show that the alternative, to develop a new website, is suggested. 3. A conceptual plan for the proposal, scope, internet interface, content, function and framework of the website are proposed for the reference of future development. 4. Two forums regarding bicycles and public transportation with a total of 107 and 97 participants respectively were successfully held, in which about 24% of participants don’t have any transportation background, suggesting that more and more people are concerned with the issues. 5. A questionnaire, containing four parts of respondent backgrounds, bicycle issues, public transportation issues and comments and suggestions for the forums, was designed and surveyed. The statistical analysis of these questionnaires can serve as an important reference for hosting related forums in the future and for policy making with regard to bicycles and public transportation.
