Summary | Linkou Interchange is located on the border between Linkou Township of New Taipei City and Guishan Township of Taoyuan County. It is an important gateway to the Linkou region, and includes two sites that connect to National Freeway No. 1 (N1)- Linkou A Exit (41k on N1) and Linkou B Exit (43K on N1), both of which face major traffic congestion on a frequent basis during rush hour periods. Local governments have recently initiated plans to adjust related signs and implement improvement measures, but there are still concerns among elected representatives about the influence of the major development projects in Linkou area, the “Third and Fourth Phases Development Project on the New Town of Linkou” and the “Proton and Radiation Therapy Center at Chang Gung Memorial Hospital, Linkou Branch”, which could cause traffic conditions to further worsen in the future. Hence, requests have been made to the Institute of Transportation to investigate potential impacts related to traffic congestion near the interchange, and there have been a number of proposals pointing toward how the overall situation could be improved.
This study collected data of the traffic patterns, industries and major development projects in the main routes and the surrounding area (within the range of 500 meters) of Linkou Interchange at National Freeway No. 1, and conducted field data related to travel time, traffic flow and intersection delays. The study also implemented transportation forecasting and conducted analysis of traffic effects of roads around Linkou Interchange under various scenarios such as the widening of the Wuyang Elevated Bypass and the completion of the major development projects in the future. It used Synchro software to simulate and evaluate the performance of proposed improvement programs. During this studying period, the Transportation Department of New Taipei City Government, the Transportation Bureau of Taoyuan County Government, Taiwan Area National Freeway Bureau of the MOTC, Taiwan Area National Expressway Engineering Bureau of the MOTC, and the Directorate General of Highways of the MOTC were invited to hold several conferences and expert panel meetings to discuss and propose short-, medium- and long-term measures for traffic improvement, in order to provide a reference for relevant agencies. It is hoped that through various softwares, planning, and engineering improvement, the estimated traffic demand within the Linkou region in the future can be met. |
