| Summary | The launching of the "Program for Promoting the Development of Public Transportation", which was approved by Executive Yuan on August 8, 1995, aims specifically at the development of city and intercity bus industries. By mending the internal and external operational environment of the public transportation, it is hoped that the public transportation could develop sustainably and the traffic congestion on the road could be mitigated. Some measures of the program have been welcome and appreciated by the public, such as the subsidy of remote bus routes and the priority scheme of bus movements. To thoroughly assess the effectiveness of measures in the program so as to further promote those effective ones in the future, this study establishes an evaluation framework for the subsidy scheme. Besides, a manual of ¡§Bus Exclusive Lanes Guidelines¡¨ is proposed, which is compiled from the experiences of both Taipei city and other countries. Meanwhile, for on-going promotion of the effective measures and techniques for public transportation development, we suggested in this study to build up a responsible agency named "Center for Promoting Operations and Management Technologies of Public Transportation". By investigating the feasibility of establishing the center, different organization schemes are proposed for different time period. It is hoped that, under the assistance and support of the government, the center will function very well by associating the resources from both the public and private sectors. And this will assure the public transportation to develop sustainably. |
