| Summary | The review and upgrade of traffic engineering safety facilities should be consistently conducted to improve the roadway safety. It is necessary to develop a deployment mechanism for the innovative traffic safety facilities with respect to administration, test and validation aspects in order to smooth the introduction of these facilities. The purpose of this study is to develop a deployment mechanism of the innovative traffic safety facilities and to establish the revision of the technique manual of traffic engineering. This project is the second phase of the two-year project, “A study on establishing a regime for the application of new traffic management facilities and revision of traffic engineering manual”. In the first phase, the basic framework of the deployment mechanism is established based on the literature review and comprehensive interviews of the associated experts. In the second phase, the proposed mechanism is reviewed and revised based on the experience of the execution of the demonstration program and discussion in review committee, seminar and comprehensive experts’ interview. Based on the results of these reviews and experiences, we suggests that the roadway agency in the central government adopt and supervise the deployment mechanism, consisting of application, evaluation, experiment test and field tests. All the required revisions of the associated laws and legal policy are listed in this report as well. |
