Located in the middle of west Taiwan corridor and serving as the central city in metropolitan area, Taichung has suffered from traffic congestion caused by inter-city through traffic end daily local commuting vehicles. This study identifies that the major cause of traffic congestion around Taichung area is the lack of roadway capacity. Especially, the insufficient by-pass expressways have become one of the major traffic issues. To clarify this unbalanced demand and supply issue, this study uses MINIUTP program to evaluate the existing and future potential demand and supply in big Taichung area. Thereafter, referring to the designated roadway construction schedules provided by various authorities, this paper proposed both short-term and long-term roadway infrastructure coordinating plans for the Ministry of Transportation and Communications to cope with the expected future demand and mitigate the problem.
