Summary | Published in MAY 2003 IOT SERIAL No.92-45-3244,146 pp. In the APEC Transportation Working Group (TPT-WG), Chinese Taipei initiates the idea of establishing a Road Transportation Safety Experts Group (RSEG) to improve road safety in the APEC Region. A project which consists of three phases was proposed by Chinese Taipei at the 12th TPT-WG. This report, Phase I of the project, is to review past experiences in dealing with road transportation safety issues. In phase II, experts will use the knowledge learned from Phase I to decide better ways to deal with the most common problems. In phase III, a valuable practice manual for improving road transportation safety will be developed based on the findings of the previous phases. The work in Phase I focus on two main subjects, "Comprehensive Road Transportation Safety Strategy Survey" and "Data Exchange and Analysis". The subject of the first one is to survey the existing road transportation safety strategies conducted by each economy. These include the annual input budget and other resources on road safety, the involved departments or institutions and their roles and responsibilities, the effectiveness of various road safety programs, etc. This information will help to develop better road transportation safety packages for all economies in the future. In the second subject “Data Exchange and Analysis”, several common technical problems are discussed, such as the design of accident reporting systems, data definition, and the development of an APEC road safety data bank. We expect this report to help APEC economies to share their valuable information with each other, and would be beneficial to all APEC members. |
