Summary Development of a national urban traffic control system was originally started in 1988. In 2003, the Executive Yuan promoted the “e-traffic” program which included “Smart urban traffic control system”. From 1988 to 2003, the urban traffic control system faced dramatic change in technology in information and communication
not just in software, but also in field devices. Meanwhile, a intelligent transportation system (ITS) has also greatly elevated at the national scale. In 2003, there were only 3 counties out of 24 applying for the subsidiary program for the urban traffic control program, which was greatly increased to 14 in 2006 with success. This success is based on the outcome from a series of research projects in the area of urban traffic control, which were conducted by the Ministry of Transportation and Communications (MOTC) since 1998. These projects mainly focus on the communication protocols and control software, and also follow the concept of open architecture and standardization. For the communication of urban traffic control, it was originally designed in 1988, and was named “77 year version”. Later on, a revised version was published by the Ministry in 1998, which was named “87 year version”. In 2003, a draft version, “92 year version”, which incorporating the future needs of ITS was developed, which was announced as a national standard for urban traffic control in 2004 and is named “version 3.0”. For the control system of urban traffic control, the public agencies have suffered in developing specifications for the system in their procurement process. To solve this puzzle, the Ministry decided to develop a standard version of the control software for each local government and freely distribute it for each case. This research reviews the process and content of communication protocols and control systems in each local government’s traffic control system. Reviews are also emphasized in the information technology of system software to meet the future needs. Finally, suggestions and recommendations of future development in urban traffic control are proposed.
