Summary Promoting Taiwan to be one of the Global Logistics Centers is one of the government’s important policies. In order to expedite Taiwan to play the key role on Global Logistics, the government tries to attract local and overseas enterprises to take Taiwan as a stronghold, then to operate in the Asian and Pacific area, even to develop global markets. High technology industry is the chief one to push Taiwan to be the Global Logistics Center. The characteristics of high technology industry include: 1) products’ prices are unstable, 2) components could be purchased in global markets, and 3) products’ life cycles are short. To quickly response the customers’ demand, reduce the stock, logistics cost, and the manufacturers’ operation risk, the industry often utilizes the cargo production and marketing models, such as BTO (Build to Order), CTO (Configuration To Order) or TDS (Taiwan Direct Shipment) to connect the supply chain (materials preparation, production, delivery, custom, distribution) to meet the JIT (Just in Time) requirement for the supply chain management. Thus how to improve the cargo delivery efficiency is actually an important topic, also the main key to strengthen international competition for local technology products.
  “Tainan Technology Industrial Park” and “Southern Taiwan Science Park (including Tainan and Kaohsiung bases)” are important areas for research and development and for the crux components’ and production in Taiwan, also the new beachhead for developing technology industry in southern Taiwan. This study analyzes international cargo traffic volumes for the three science park areas then assesses the capacity and traffic volumes to improve standard of service on highway network of international logistics for the science park areas in southern Taiwan and proposes some suggestions to compress delivery and distribution time of international logistics. It is aimed to assist the industry to establish high efficient global operation management pattern and to enhance global competition for local high technology industry.
