  A lot of environmental factors must be considered when a harbor structure is constructed. These environmental factors, such as high tide and the huge wave induced by typhoon, earthquake, material degrading and fatigue, the impact of ship, and the erosion of propeller, can always cause a lot of damages on harbor facilities, and as a result, affect the harbor operation safety greatly. If a harbor is run without a good maintenance plan, the repair or the rebuilding work will be tougher than that under routine inspection. Also, if there is no standard procedure to apply and to react when damage occurs, the time and the costs spending on harbor facilities rescue will be much more, too. Therefore, how to establish the strategies for damage prevention as well as the standard rescue procedure for damage occurrence becomes a relatively important issue for the operation of harbor facilities.

  According to the time sequence, the cost reduction methods for harbor facility damage can be divided into three stages:  before, during, and after damage. The corresponding stages are damage prevention, emergency rescue, and rehabilitation. First, the strategies for damage prevention include the evaluation of damage potential, plan of damage reduction (i.e., routine inspection, assessment and rehabilitation), and preparation for damage prevention. A good damage prevention work can help us to find the gradual damages and minor problems in peaceful period, and thus to prevent serious and second damages while damage occurs. Second, the emergency rescue strategies include the emergency rescue measure and rapid repair during emergency situation. The repair works in this stage need to be done timely . Any delay of action during crisis will affect the later decisions for rehabilitation distinctly. Finally, to investigate and analyze damage loss and to propose approximate construction methods are the works in the stage of rehabilitation.

  “Techniques of Damage Prevention for Harbor Facilities” is a two-year research project. This present research, “Strategies of Damage Prevention for Harbor Structures” is the second year project. The purpose of this research is to investigate and to reinforce the damage prevention measures of harbor facilities. It focuses on the fields of systematic maintenance and management, safety evaluation, damage loss investigation and analysis, and construction methods of rehabilitation. The damaged cases around the world had been collected and analyzed in the past year. The possible failure models, damage levels, and methods of safety evaluation were also studied. Finally, the construction methods and techniques for damage repair and rehabilitation are proposed. Hopefully, the research results will help a lot in increasing the safety level and operational efficiency on harbor structure.
