Summary | Having learned lessons from trends of international ITS deployments and reviewed domestic ITS projects from 2003 to 2009, we suggest that the development of ITS in Taiwan should not only follow the subsequence and the procedure of Policy, Plan, Program, and Project, but also take traffic living circles, user needs, tourist needs and the industrial development into consideration. Therefore, in this study both international and domestic ITS cases are studied, ITS benchmark projects are selected, the characteristics of domestic traffic living circles (north, central, south and east) are analyzed and identified, both users’ and tourists’ ITS needs (12 routes) are considered, and the potential growth of the Taiwanese ITS industry is also surveyed. In the end, we proposed the visions, goals and the objectives of ITS deployments in Taiwan. Furthermore, in accordance with the eight dimensions concerning issues of operation, technology, organization, industry, cost and benefit, funds, human resources and legalities, we proposed an ITS action plan for the next three years (from June 2009 to June 2012), including the 34 future directions of the policy (long-term), 64 implement strategies (mid-term), and 79 action plans. From 79 action plans, 8 plans are selected as having the highest priority and needed to be put into practice immediately. In addition, the international marketing strategy of Taiwanese ITS enterprises is suggested, as well. Last but not the least, an ITS database is built and is expected to provide practitioners with the knowledge and guidance for the effective deployment of ITS in Taiwan. |
